The act was presented to the House Health, Education, and Welfare Panels, who suggested further study. Sadly, the bill failed to make it out of the controlling panel during that legislative session.

●     Rhode Island House Bill 7289 (2020): 

Representatives Kennedy and Diaz presented the bill along with Representative Stephen Ucci, which had the same goal as House Bill 5542. Unfortunately, the proposal did not pass the committee's vote during that legislative session.

●     Rhode Island House Bill 5909 (2021): 

Representative John Edwards joined forces with Representatives Kennedy and Diaz to reintroduce a bill to legalize and regulate the supplement in Rhode Island. The council reviewed the proposal, House Bill 5909, and suggested further examination. However, they ultimately decided to delay the bill until June 2021.

●     Rhode Island House Bill 7595 (2022): 

The Kratom Consumer Protection Act (KCPA) bill, supported by the mentioned Representatives and Representative Samuel Azzinaro, successfully passed the House with a vote of 47-12 in June 2022. However, it faced a setback and did not advance beyond the Senate Judiciary Committee. 

●     Rhode Island House Bill 5330 (2023):

Despite facing previous failures, Rhode Island legislators persistently advocate for regulating Kratom in the state. Representatives John Edwards and Kennedy reintegrated a Kratom Consumer Protection Act (KCPA) Draft law, Rhode Island House Bill 5330, in February 2023.

Like previous proposals, this one aimed to establish rules for the herb’s regulation. The act would have allowed the possession, sale, and purchase of Kratom in Rhode Island while preventing the sale of contaminated products.  

Additionally, if House Bill 5330 had been successful, Kratom vendors in Rhode Island would have been required to register their products with the state and provide clear labeling with usage instructions and recommended serving sizes. 

Rhode Island's House of Representatives voted to legalize it on June 12, Monday. The vote passed House Bill 5330 with a 39-26 majority. However, the Senate Judiciary Committee ultimately rejected the bill.

What’s Next for Kratom In Rhode Island?

With numerous failed attempts, it’s natural to question if Kratom will ever regain its legality in Rhode Island. Convincing lawmakers to loosen restrictions on a Schedule I drug won’t be an easy task.
